GOAL.md was the definition of done for all four repositories at once, which is why this arrives as a section rather than as one issue per line: several of these criteria only mean anything together, and splitting them would lose the argument each one carries. The full original, including the checked criteria and the surrounding reasoning, is git show 4b07cf5:GOAL.md in eltrix_server.
