Version bump and changelog for v0.2.0. The tag build's version guard compares the tag against Cargo.toml, so this lands before the tag.

Carries #20's limiter change, #17's master-component fix and #18's get_event_raw. delete_occurrence is not in it: #19 stays held until the EXDATE behaviour is measured against a real Stalwart.
