Carries #32's trusted_proxy_hops default of 2.

Cut because a merged constant is not a deployed constant. The advice that deleting the platform overrides is now safe depends on the running image carrying the new default, and v0.2.1 carries 1. Until this deploys, deleting an override inherits 1 from the image that is actually serving, which is the same harmful disposal as before the merge.

Order, per Clark, and this is step 2 of three:

1. manifest "0" -> "2"      correct under either constant
2. release with default 2   this
3. delete the overrides     only after the pod digest confirms
