PROBE — do not merge: measure what a skipped docker job reports #8

Closed
jlxq0 wants to merge 1 commit from probe/branch-protection into master
Owner

Throwaway. A deliberately failing test makes python fail, so docker (which needs: python) is skipped. Measuring what the skipped job posts to the commit status, because requiring a context that reports success when the work did not happen is a gate that gates nothing.

Will be closed and the branch deleted.

Deleted with the branch. Measures the trap that makes an armed status-check
gate pass while the work did not happen.
